Delegate Gilbert's remarks were incomplete regarding the 20 round capacity magazines, and guns equipped to accommodate a silencer. Anyone who holds a valid CHP is exempt from those two restrictions. I have not heard whether that applied here, but for completeness it is important to set the record straight.
