Does Delegate Hope Not Trust His Colleagues?

Arlington Delegate Patrick Hope has introduced a resolution in the General Assembly to prohibit firearms from the floor of the House. I guess he doesn't trust his colleagues as they are the only individuals allowed on the floor of the House of Delegates. Should the resolution become a rule of the House, I guess we would no longer be treated to scenes like this.
